World Mental Health Day is celebrated on October 10 every year. Although this day was started in 1992 under the leadership of World Federation of Mental Health, it was started in 1994 with slogans. Improving the quality of mental health services throughout the world was the first slogan. Every subsequent year, this day has been celebrated with new slogans.
At the same time, the slogan of the year 2023 BS has been set as 'Mentor Health is Universal Human Rights'.
How important is mental health in human life? This can be felt from the slogan of this year's Mental Health Day. Universal Human Rights is linked to the meaning and purpose of the Universal Declaration of Human Rights issued by the United Nations in 1948. Article 25 of this document mentions the subject of health and rights. Likewise, the meaning and purpose of this slogan is also connected with the provisions of Article 25 of the Convention on the Rights of Persons with Disabilities, UNCRPD 2006.
Nepal's Public Health Act 2075 also states that mental health services should be provided to all. Its purpose is not only to seek treatment for mental health, but it is also necessary to do promotional and preventive work to prevent this problem from occurring.
Universal human rights refers to the basic rights and freedoms that people have as human beings regardless of their nationality, race, gender, religion or any other identity. It is the birthright of man. Health services cannot be interrupted on this or that pretext. The human rights of any person have been protected and ensured through international treaties, agreements and domestic laws. But UNCRPD and UDHR have only talked about health.
This year's slogan of the World Federation of Mental Health emphasized that mental health should be recognized as equal to other basic health. And, it is necessary for all of us to think seriously about this matter. Because people's health is incomplete without talking about mental health. On the other hand, in the world of running, anyone may have to go through a mental health condition at any time. Therefore, mental health should now be adjusted to basic health.
Mental health is a universal human right. The faster we assimilate this, the faster we develop an inclusive and equal society. We build a prosperous society, in which people with various obstacles can live their lives easily
The causes and consequences of mental health are different. Biological, psychological and other social and cultural reasons can create mental health conditions in a person. In addition, the environmental conditions around us, physical health and the structure and function of the brain can also show mental health conditions in people. According to research by the World Health Organization, 50 percent of mental health and psychosocial conditions are experienced by those under the age of 14.
Mental health and psychosocial conditions in most people are caused by the activities of the society, the behavior of one person towards another person. Therefore, any of us can experience mental health problems. It is also a feeling and emotion connected with the state of mind. Also, all these feelings are human feelings. Therefore, those who are in mental health condition should be treated positively and supportively.
There is also a wrong practice of linking mental health with superstition in our society. They interpret it as a curse or the result of a previous birth. All these are rumors and superstitions. But these superstitions and the behaviors associated with them have increased the problem. Therefore, in order to reduce mental health, it is necessary to treat the society more than the person who is facing mental health.
Superstitions and misconceptions related to mental health and psychosocial conditions should be changed. To make the society prosperous, the people in the society must be healthy. Mental health is more important for staying healthy.
Another thing is that mental health should not be separated but should be integrated into basic health. However, it was envisioned by the 'National Policy on Mental Health' 2053. It was about integrating mental health into basic health by establishing a mental health division and coordinating with other ministries. Unfortunately, even after 27 years, this has not been implemented.
Now another health strategy has arrived. But still, mental health is being ignored as a communicable disease. That's why the organization I work for, Kosis, filed a case in the Supreme Court three years ago to establish a separate department for mental health. Its decision has not yet come. We believe that a verdict will come soon in our favor and a separate mental health department will be established.
Our society's attitude towards mental health and psychosocial disorders is not very positive. But the universal recognition of human rights emphasizes treating every person with his self-respect, dignity and equality. It emphasizes that these things are the natural rights of individuals. In that sense, those who are in a mental health condition should be treated with dignity. His self-respect and freedom should not be interfered with. With this aim, every year we have been celebrating World Mental Health Day, the aim of which is to change behavior by creating public awareness about mental health. To protect and promote the mental health of everyone. Which ensures the health and prosperity of people. Therefore, we should all understand mental health as a basic human right. Everyone has the right to receive the highest quality mental health care regardless of who they are and where they are from.
